As someone who has never used a pant shell before, how do they work exactly? Are they meant for girdles? Or can you just put them on a regular pair of hockey pants?

You can stick em on normal pants. I do sometimes.
Just have to be careful with the sizes, as they're different from brand to brand.

They have a belt like pants do, you pull em over, and cinch em up. Boom, done.

And also, you'll have to get familiar with models within brands. CCM/RBK have a model called 520. Usually there are some letters and numbers before and after the 520, but if there's a 520, they're gonna fit true to size.

Generally, L shells fit over L girdles. You can go a size bigger shell than pants to fit. I use L shells over my and girdles both.

Tackla shells fit my Pro Tacks pants true to size. The CCM Supra shell is like 2-3 inches longer in length. Those are the only two I buy.

So if I have large 520 pants will an XL 520 shell be too big to wear over the pants?

I have XL pants, and have 3 different make of shells. I have an easton, bauer and reebok. The easton one is an XL and is a bit on the big side but it works, the reebok one fits perfect and the bauer one is a little snug. All 3 are an XL. I've read on a few other topics that the bauer shells run a bit small compared to others.
